GoodAaron I have a suspicion this is just a homeless guy with an odd form of OCD when it comes to maintaining semi-public venues.
There are a bunch of these guys in Los Angeles. Yesterday I saw a homeless man repainting the curb with some spray paint and a stencil, making his own street numbering.
