Perhaps the crappy job is the result of funny people. Think about it. it's not too difficult to imagine you can disable one door to maintain it and then switch to the other one.

For me, it's not the crappiness of the job -- "it's the oop, better get some more water". These stars are transferable to whomever is responsible for deciding that the windows were to be washed thus.

I have a suspicion this is just a homeless guy with an odd form of OCD when it comes to maintaining semi-public venues.

There are a bunch of these guys in Los Angeles. Yesterday I saw a homeless man repainting the curb with some spray paint and a stencil, making his own street numbering.
