I wouldn't call what he said in the first clip evasive. MS's position was always that an OS should do more than just load software, and that HTML was an essential feature of a modern OS (rather than a feature of one specific browser).

Gates had to make sure that they didn't tie him to a restrictive definition of Windows or IE. There is one slimy part where he's comparing how the Mac, Unix & Windows versions of IE shipped, and seems like he's trying consciously to avoid the world "bundled".
