In 2000-2003, every Saturday on State St. in Madison, WI, there was a fellow doing this on the sidewalk. I'd cross to the other side to avoid the fumes and overspray.

Very odd fellow; he was, among other things, bitten in the leg by another man at The Pub across the street. And by "bitten" I mean bitten in the way a jungle cat might bite you.
