RocketBlender It didn't. The set up explosives elsewhere to take down the power. The reason they were attacking the provider was to replace one of their servers with one of their own that would let them have a backdoor into any network connected to the internet through them, namely the pentagon (NCIS takes place in DC). The power outage was just so they could replace the hardware without any flags going up, and to throw people off of their goal.
Still not plausible, but fun nonetheless. NCIS is a hilarious barrage of TV tropes from start to finish.

RocketBlender I really liked the subplot they ran for several weeks (months?) where the assistant to the forensics specialist was collecting seemingly arbitrary crap around the office in order to frame an agent.
