Pharaoh Man's power was convincing his subjects that he was not just a monarch, but a living god on Earth, thus rendering the concept of rebellion unthinkable in the mind of the commoner, since such an act would go beyond mere civil disobedience into the realm of blasphemy.
This manifested in the game as him shooting fireballs at you.

OK, so, Cut-Man's power as a robot was to cut things, ostensibly for the benefit of mankind.
Magnet-Man was some sort of giant magnet, maybe for scientific research or something, who knows?
But why did Dr. Right make Pharoah-Man? And why did he not recognize now easy it would be for Dr. Wily to subvert him?
