Joke 1: Parody of creepy, low budget, community broadcasting that exists here and there everywhere. If you've seen any, it's pretty spot on.
Joke 2: Recurring character Pierre. Creepy, insane, possibly kiddy diddler, weird obsession with other people's fathers, sing-a-along show ctv host. Doesn't want your meat to get warm.
Joke 3: Callbacks to two different sketches from earlier episodes.
I've been a T&E fan since Awesome Show episode 1 (Tom Goes to the Mayor I thought was bleh), and I've become convinced that the best way to view the show would be to have all the sketches chopped up and re-ordered. It doesn't seem like it if you watch only one episode... but it really is a bizarre episodic sketch show.

I get the joke, but, it's just not funny to me if it isn't real. I think that's where a lot of people here run into problems with Tim and Eric Awesome Show Great Job.
It's not funny to me if it's intentional. Rating withheld mostly to avoid ridiculous spiteful backlash by people who don't understand differing senses of humor aren't necessarily inferior.
