I think he was saying that Putin is awful like Hitler but is worse because unlike Hitler Putin will endure because he is more crafty and not as ambitious?

Precisely. Hitler, for all the evil he caused, was eventually stopped. Putin, however, has been doing evil since his KGB days and has kept right on trucking, and while he's not exterminating too many peoples (aside from Georgians and Chechens, mostly) he's going to make millions of lives miserable until the day he dies atop a huge pile of money.

So you would say, then, that raising the average lifespan of Russians to above they were before they began declining and improving the cost of living across the board is "making millions of people's live miserable," and that he has "a huge pile of money" despite not being on the list of the 100 wealthiest members of United Russia.
