I for some reason thought this was an Italian and or European production, just has that vibe.
Yeah, I can't remember the exact background story, but I think that IMDB reveals that the film was financed and written by some Italian dudes, which I guess goes some way towards explaining how wacked-out it is.
It being a Troma does a pretty good job of that, too.
