Male or female, people won't approach you unless you groom yourself a little. You also have to appear not to be crazy or dangerous, which is where good conversation skills help. It think that this is where most TFL'rs fail. I bet that they're the people that I occasionally see in public who walk fast and keep their eyes on the ground when they're not scanning the room with an angry expression on their face.
