Two possibilities here:

1. Moore (an accomplished musician) sounds the way he does here because he's acting the part of Arthur, a drunkard.

2. This was recorded after Moore began showing signs of the progressive supranuclear palsy that killed him. He was often thought to be drunk when out in public with this rare neurologic affliction.
