Someone at the network decided they needed to attract more female viewers. This was their solution. Really.

Practically everyone on the show's production team hated this change. The only reason to watch this show was that at least once an episode there would be a joke which was a thinly-veiled shot at the network higher-ups.

Okay I looked this up and the voice actress for Elmyra is Cree Summer. She was in A Different World--the Cosby Show spin-off, and she also did the voice of Penny on Inspector Gadget.

N.B. Lisa Bonet from A different World had a baby with Lenny Kravitz.

When did this air, and how long did it last? I used to watch Pinky and The Brain and Freakazoid every saturday morning, I'm surprised I never heard of this until now.

It ran 13 episodes.

Apparently, everyone involved felt it was crap and Spielberg's animation studio closed up until 2007...

Somehow, this still managed to win a ton of awards though...

The awards were likely riding the coat tales of the previous seasons when it was just Pinky and the Brain. I mean, right? It just won due the old work and happened to change it's name, right? I mean, come on, I can't live in a world where this wins anything besides a bullet. Guys?...guys?

You are correct, she is from Tiny Toons, while Pinky and the Brain were Animaniacs. See the ultra-beardy discussion above.

Personally I never even knew this existed until I saw this in the hopper, and then I quickly learned about it from the same places everyone else here did (i.e. Wikipedia).

The only good thing to come out of these Pinky and the Brain mash-ups was the songs, and usually only for one line.

Everything about this show was bad. I watched it when it aired, and made sure the ratings dropped after I saw one episode. As a fan of both Tiny Toons and Animaniacs, this show was no good.
