That's just the same white noise sound effect they used for explosions, mostly. It's just lower volume and continuous.

I remember the pee actually kind of color cycling, but maybe that was an artifact of playing it on a 7800?
Anyhow, I and the neighbor kid who owned the cart both knew it was pee.
