In a word, no. Basically, this crumbling, ancient idea that allowing wealthy people to keep more money because then they'll spread it out to everyone else via the free market is bullshit. At least, in the US. Decades of study of this have shown that wealthy people ( especially REALLY wealthy people) tend to only spread the money around in specific sectors of business (i.e. it never reaches the lower classes), amongst themselves, and in re-investments that only benefit them and their income class.

Governor Barbour yesterday announced an across the board additional budget cut of 8% to all state agencies, an additional 3 to 4 % on top of that for all universities and community colleges, and threatened the removal of all public funding to the one and only public radio and television station in Mississippi. This is after he already cut the budget four times before FY 2010.
