Guards staying behind glass? My guess is their non-union job doesn't pay them enough to risk their safety on job, and that it's easier to let the fight end before getting involved.
I mean that's one aspect of it. Also, on a psychologically level, I think when you deal with "shitty people" so often you dehumanize them as a means of coping. So when violence occurs between them or against them it doesn't seem like that big of a deal.
