judging by the handler walking the waving baby elephant off at the end, it is my expert opinion as a pessimistic asshole that this 'cute' behavior has only been trained into the elephant through repeated beatings, whippings, and having its mother shot in front of it.

The Thais have a spiritual bond with elephants and they are heavily protected under Thai law. Chances are this dude is being taken care of okay.
