Toby just returned from Costa Rica. Micheal did not know for a least a week and is not happy about it. He hates Toby because he thinks Toby is a bore and generally hates people in HR. Comedy ensues.

He hates human resources because he thinks it's cool to hate human resources. Michael's abusive and over-the-top hatred of Toby is the funniest joke of this whole show.

He hates Toby because Toby is the corporate presence that tacitly reminds him of how precarious his position is, and also because Toby is the doormat Michael will become if he can't get people to love him.

Either that or it's funny for Michael to hate on someone for no good reason.

There's an old trope where, if a character finds himself alone in a church, he or she will engage in a character-revealing, one-sided conversation with God (so it's an excuse for a monologue). TV characters are physically incapable of NOT following this rule. They had Toby do this a few episodes back; his entire monologue was, "Why you gotta be so mean?"
