Well, for 80's Hanna-Barbera, it sure does have art-direction.

A significant portion of the intro seems to be taken from various Yellow Magic Orchestra videos which, while awesome, probably wouldn't be considered rock and/or roll.
I seem to remember reading a blog comment from a guy who said he worked on Rock Odyssey. I couldn't find the comment so I'm going from memory. Someone has asked who the girl was and he said his girlfriend had been the model for Laura and the production was a mess. He said management spent too much time doing drugs and not enough time creating a coherent plot. Who knows if I'm confusing Rock Odyssey with another film or if that guy was telling the truth, but it sounds plausible to me.

All of that videosynth stuff at the beginning looks like it was stolen from a late 70s VHS tape of trashy video art called just "Odyssey" that I have.
Skip to 6 minutes and it becomes watchable. Otherwise the editing copy and pastes the same scenes 3 times over. Stars for the quality of that minute or so of stuff.
