It's actually pretty easy to apply your own balm in these situations. On a few occasions I've taken it upon myself to get them to use the right lane.

If they're going 65 on a 70 road I just pull in front of them and go 55 until they get over. Usually this lets all the normal drivers pass easily on the right until they finally pull to the right which usually takes under 2 minutes.

I know I'm breaking the law even more than them, but god damn is it satisfying.
