VERY STRANGE because it is alll hauntingly familiar.

Here in Cincinnati in the early 90's we used to call this guy known as T.A.M.P.A A local figure cloaked in mystery.
Telephone Answering Machine Performance Artist.

You would call this number and he would always have a wacky message like a commercial for the McHampster and flavored condoms.

This sounds just like him.
