It's a legitimate question. If the answer were "Thomas Wayne's", then she would have all the money in the world for motorcycles, training in the far East, and a secret base. The fact that she can afford a motorcycle and secret base on her librarian's salary instead of an inheritance makes her the most astonishingly thrifty of heroines.

Also, there's some revisionism as to whether Barbara Gordon is Jim Gordon's baby. When she first appeared in 1967 or so, she was for sure the daughter of Jim Gordon; but then they came up with a new origin story for Batman in 1987, and in that origin, Jim Gordon was still childless when Batman's career began. So Barbara Gordon was recast as Jim's niece, who came to live with him in her teen years and thinks of him as her father.

So, whose baby is she these days ... ? I'm not entirely sure, DC has sort of recombobulated their history yet again, and much of what we "know" no longer holds. Not quite sure where the coin landed with regard to Barbara Gordon.
