Animating the cartoon first and then dubbing the lines afterwards is a common way to save costs and speed up production.
Usually there's some sort of script, though.
I understand the technical aspects of why this is awful. I'm wondering who would do such a thing and how they could ever think that it was acceptable for children.
Pelicans will tear pieces of their own flesh off in order to feed their young when food cannot be found. I find this a more interesting subject for a cartoon (or a flag) than this.
I cannot stop laughing at this. It's like the production team was halfway through an animation when the deadline hit and they just figured "Who'll notice?"
