As bad as the situation seems, the video misses the worst part.
The plainclothes officer in the coat was in his car, when it was hit by a snowball. He exited the car and brandished his pistol while screaming threats, when people had no idea he was a cop. The anger displayed in the video is long after people got over the shock and fear, and started getting mad. As they should.
Here's another video of this from another angle. There's one shot of the guy brandishing his pistol and one of the kids creams him right in the face. That kid is not the sharpest spoon in the drawer.
Even though the cop was clearly in the wrong in this I don't have any sympathy at all for the people who kept throwing snow balls at him after they saw he had a gun. Especially since they apparently didn't even know he was a cop at that point. What if he actually had just been a random gun carrying psycho? I really hope the people who were still throwing things at him do get charged with something. Had he been just a crazy guy they could have set him off and got him to start firing randomly into the crowd.

AMERICA IS WORKING except for the cop with the gun part. But he fucked up, he's going to be in do-do in the public domain. The government will fear it's people again, and it will be civil.
