In Houston I used to ride my bike to work along a "bayou" drainage canal, and under many of the bridges would be small homeless camps (except the ones under state highways for some reason), but when it would rain a lot, even without flooding the city, the water level would easily go above those camps (and the bike path). I wonder how quickly those people could get themselves and their stuff out of the way, and where they went.
