Mike Tyson?! OCP had some obvious budget cuts, using cheap windows was one of the many compromises in order to fund the creation of cyborg police officers.
They obviously made the right decision.

So instead of just taking the clear shot at Robocop with the cobra gun, the guy ops to instead take a longer time gambling that he won't notice the noisy crane and just happen to stand in the right spot and the heap of scrap metal being fatal?

FABIO2 Fact: my national guard friend got to train with those Red Man padded hand to hand training suits. He said they spent the whole time screwing around, walking around like Robocop making machine noises as everyone else harmlessly bludgeoned them with batons.

Solro is just pissed because Robocop is smarter and more clever about social commentary than any of his precious anime (which is mostly just crappy knockoffs of superior 70s and 80s american movies anyways).
