dododge In this particular case, the creator does claim (in the associated vimeo discussion) to use an actual tilt-shift lens and careful timing.
fluffy Yeah, this is real tilt-shift. This video inspired a bunch of my coworkers to buy tilt-shift lenses because they want to be tilt-shift dilettantes. I can't say I disapprove.
