I think the idea originally was, if Worf gets owned the fuck up by this episode's monster, then OMG the crew is facing a really bad ass threat. It eventually became, Worf is just a really big pussy, so if the monster doesn't fuck him up then some random red shirts could probably take care of this problem...no wonder he joined the federation...

I think they were tough on Worf because at some point in an adventure he'd start kicking ass unless you took him out of the equation somehow. For the plots sake, something has to come along and disable the Klingon so the story can continue without a brawl.

IIRC the official explanation is that Klingons have constant genocidal race wars where half the empire kills the other half, so every 100 years (or new series) they'll have bumps on their heads, or look chinese, or be really buff, but always look different as a result of the latest Klingon holocaust.
