They don't explicitly say it, but the guy's not only deaf but also retarded (~ 10 year old mental age).
The thing that struck me the most about this was that there's a person who's non-responsive in a bathroom stall. Do they assume he's having a stroke? Nope! They start pepper spraying him. The icing on the cake: the police who tazed him said that they were justified because the deaf guy had an umbrella with him -- which obviously could be a very dangerous weapon.
I don't understand why they used pepperspray under the door when he wouldn't respond. Where they trying to "smoke him out" like you might a rabbit or something?
I also don't understand how he can be held at the station without being arrested when all he did was sit on the toilet for a while.
Shit like this makes me just want to become a lawyer.
I've been told by a lawyer that most law is actually really simple stuff and learning to be a Lawyer is mostly about learning the jargon that lets you communicate with the rest of the lawyers.

5 stars for handicapped guy and the huge civil suit he's going to get.
In the end, he will likely get a whole bunch of money, and even if he doesn't, he will always have his awesome name.

5 stars for the comedy names 'Bob Grip' and 'Chastity Byrd'. And her accent.
It seems like a 'mental age of a 10 year old' is also the only requirement for being a cop these days.
Police forces are cutting corners by operating more like the military so they can hire veterans returning from Afghanistan and only give them minimal training, rather than hiring civilians and spending a lot more time and money on training.
The end result is a bunch of young, green cops who have basically been trained to see citizens as "enemy combatants."
