Too many villains are either angsty anti-heroes, or soulless Hannibal Lecter types. We need more garden variety nutballs. If they were decent guys but just off their meds, it would help explain the heroes tolerance for repeatedly having to lock them up.

Batman wishes he had at least one foe who would turn themselves in after he asked nicely.
Batman does not do "nice". Which, in some incarnations, is a shortcoming he is aware of.
I'd like to see broody cry-baby batman thrown into the Brave and the Bold universe.
