I do NOT want to play into Anime Hands.
He's rich and subconsciously identifies with the wealthy, but genuinely wants to improve the city and see it prosper.
I think that's more or less the issue.
Sometimes, his biases work out. Here, he's willing to take a stand in the face of some vocal public opposition because fuck the hoi polloi, this is the right thing to do.
Other times, not so much. Manhattan became or continued to be a great city for the wealthy ones who could afford to live there.
This one has a full set of teeth, a job, and doesn't hate brown people. That's pretty enigmatic.
