Dread Pirate Roberts The words "fus ro dah" in Skyrim cause a power called "unrelenting force" which pushes away/down everything in front of you.
It is the third part of the "force" tree. Once you learn all three, "fus", "ro" and "dah" are combined to make a very powerful shout.
It is all apart of the dragon language. You're able to speak it because you are a "dragonborn" or a "Dohvakiin". All you have to do is know how to pronounce the words and you can go around pushing things over, essentially.
The joke here is that he is, in fact, a Dohvahkiin and he is using his Fus, Ro, Dah shout to push away the people below him.
