What kind of idiot lets this shit happen? Yes it's cute. But cats can carry bacteria that can make birds quite sick, and can transmit it to birds if they nick them, or transfer saliva to the bird (later cleaned off when the bird grooms), or if the bird touches or grooms the cat.
And then to top it all off, the cat takes a swipe at the little featherbrain. That's not just a danger of potential illness, that's a physical threat to the bird's continued living.
The owner is a fucking moron.

Cats often carry bacteria that cause infection; their effect on small animals, due to their size, can be much worse than for a human or other larger animal, even if the cat is free of anything particularly virulent (All domestic animals are capable of making your other pets ill, just as you might if you are careless or irresponsible; it's just that cats are /particularly well-adapted/ for doing so with birds and small animals).
Even a friendly cat playing with a little bird can unintentionally cause a great deal of physical harm to it. And this cat, while long-suffering, was definitely NOT trying to high-five that budgie at the end.
So yes, the owner is a moron.
