This little girl was totally unaware that anything was wrong. A nice man was taking pictures of her; she was getting attention, heck, it might have even felt good!
But now society is telling her she's a victim, a victim of a crime worse than death. She's going to start believing that, her life is going to be ruined. AND YOU ARE ALL TO BLAME!
Obviously it's different when a guy takes pictures.
They will most likely treat her (and the perpetrator) appropriately. Assuming, of course, his cop job doesn't come with cushy pedo benefits.
Of course, when she's old enough to start picking her wardrobe this same sort of incident may be blamed on her.
Oh, and lest you think my burning hatred of people in general that pops up every time this issue comes up is unfounded, consider this:
When the police crack down on child prostitution, they don't go after johns. They don't go after pimps. They go after children. Legally children can't consent to sex, but the chance to throw a child that was coerced into sex into jail is enough that we legally declare the victims to be, what do the pedophiles say? "Really mature for their age and totally into it."
If you wanna know what we really think about adults raping children when you strip our responses of the cultural baggage about women being devalued by sex or men being devalued by sex with men, it's really easy to see. Just look at how we react when a young boy is raped by an adult woman.
Then it's an uphill battle to convince people that even though sex is fun, rape isn't always fun. It can be scary, unpleasant, and painful. And people have to have it explained to them that even if the kid is totally into it, it's still a very bad thing that needs to be stopped immediately.
In that context, "rape isn't always a traumatic experience" isn't a controversial statement. "Rape is totally fucking awesome and kids love it" is the premise of a really shitty movie, which, to add insult to injury starred Adam Sandler. If aliens decided to exterminate humans based on the existence of that movie, I'd have to fucking agree with that call.

Maybe the only escape that poor officer has from his shitty job is taking pictures of happy kids at the fair. I'm just saying, I don't think taking pictures of kids INSTANTLY means you're a pedophile.

What he's saying is that we should respond to such accusations with incredulity.
Also what he wants to do to your children isn't technically sex so stop being so suspicious of every guy that takes inappropriate photos of children.

From the dad's description, this guy is a weird pedo taking photos of little kid panties. I believe him. But, I'm just playing devil's advocate, because this report is really inflammatory.
You know how feminists are always talking about rape culture? This is the sort of thing they're talking about. Even when we're talking about someone that is obviously guilty or fictional or even hypothetical, there's always someone urging us not to rush to judgment.
I don't doubt that you're sincere, and your concern for the accused innocent is a good thing, but you're mistaken in your thinking that there's a risk that we'll all rush to judgement without considering the possibility of innocence.
We always greet sex crime accusations with suspicion. We always play devil's advocate. We do this even as witnesses or victims. We don't need to bring it up every time someone is accused of a sex crime. We all know that sometimes people are innocent. The only time people feel the need to remind us of that is when sex crimes are involved. (or when there's actual evidence someone is innocent)

FACT: feminists hate the presumption of innocence. When they talk about rape culture, they're really saying: abolish two thousand years of legal tradition and just start burning people indiscriminately, anyone who complains is obviously a secret communist rape witch.

Don't you think that the reason people don't always rush to judgement about rape is because it's usually very much a "he said, she said" argument? That's not misogyny or rape culture or whatever, it's just common sense.
