Fish will hang out around popular dive sites for handouts. Some divers save sausage from breakfast, but TBH bagels or dense bread work as well. I've never taken a photo of a disappointed looking fish.
Kevlar butcher gloves are cheap and fit easily into BCD pockets, if you're worried about losing a finger (it happens).

Additional Notes:
Conger eels have extremely sharp teeth and strong jaws.
Traces or leaders for Conger fishing should be wire or heavy duty monofilament of at least 300lb to avoid being bitten through. Even 300lb Mono will sometimes not suffice.

baleen - 2013-06-05 Conger eels have strong jaws and sharp teeth. Conger eels can hurt you.

This reminds me of the loach I used to have. You could tap the water and it would swim to the top of the tank to be petted and hand fed. These eels look like giant, even cuddlier versions.
