Wikipedia says they're 300-400 volts but not known to be dangerous to humans, so the current must be really low. high voltage at low current will feel bad but that's it.

It's more of protecting them emotionally in case something goes awry. Though I doubt they're unaware about the risk of injury their Dad/whoever it is taking. Though they may not realize the risk of a heart attack, though I don't know if the fish has volt/amps to do it.

Reminiscent of Lisa Simpson's "Is my brother dumber than a hamster?" experiment.
I'll let the "give little kids a chance to touch an electric catfish" bit slide, because it isn't that much of a danger, but the fact that the toddler kept directly asking his dad if the catfish was scared ("is him scared?") and got no response at all struck me as pretty shitty.
