Also, according to the comments, this was happening on Native land. An EMS vehicle carrying a patient needed to get through to a hospital and the protestors insisted on blocking it, so the Tribal Police showed up to smash through it.

But neither ramming the thing nor pulling a gun (also wtf is that grip?) on these people is tactically sound, an appropriate use of force, or safe. Just like boltcutter them loose and arrest them.
