The guys in white are Templars and they want to destroy the rest of humanity because our sins got us into this whole post-apocalyptic mess in the first place. The main character has a thing for bubble-domes.
Also released as Warriors of the Wasteland which you can get on DVD for like a buck.

It's a fun, if terrible, movie, but really, Fred Williamson deserved better than to have to be in it.
