Your tag is incorrect. The date at the beginning says 1920.

This really is a fun cartoon though, with Felix drinking to the point where it's almost lethal and then DRIVING HOME. Every time I hear someone talk about the entertainment industry being in a moral decline, I want to remind them that cartoons from the 20s and 30s weren't all that innocent.
