He does have the right to know why he's being arrested, and if he asks about the charges against him, the officers are obligated to answer honestly, but strangely he doesn't have the right to resist arrest if they refuse to answer his question. I'm under the impression that the "correct" way to handle this situation is to comply, get processed, and then get yourself an attorney and complain that the cops refused to tell you why you were being arrested.
