FUCK YES. This thing has been out of print for ages.
tl;dw until someone gives a better description.
From Wikipedia, Mister THA LAZY RAIN:

Young Seth Dove becomes obsessed with the idea of vampires and soon attaches his fixation onto a woman named Dolphin Blue. After his fatherís suicide, Sethís brother comes home from WWII and begins an affair with Dolphin, leaving Seth to become completely infatuated with the notion of his brotherís danger. Along with this, Seth finds himself at the mercy of an unstable mother along with a group of men, who plague the small children of Sethís continually shrinking small town.

The film places the majority of its action outdoors around the dilapidated farms and in the cornfields of Idaho shot in idyllic sunlight which belies the dark secrets of the characters and plot. The story is told in an objective, somewhat absurdist style, which recalls David Lynch by way of Days of Heaven.

Oh, cool! I've been looking for this ever since I caught the last 10 minutes on Channel 4 when I was about 14.
(There's an awesome bit with an exploding toad)

While a good movie, I offer Leolo as the most f'd up coming of age movie.
