If I recall correctly (since I Was A High School Layabout), the "tools to make learning necessary" were basically this guy telling the viewer that actually retaining the information is irrelevant, merely passing the test is, and then he'd go off on some statistics stuff about how to flub your way through multiple choice question tests.

It was nothing I didn't already know.
