I'd still think the bling-rap spearheaded by Puff Daddy and Mase in 1995 was a lot worse than Souls of Mischief, Paris, A Tribe Called Quest, Arrested Development, Pharcyde and stuff.

In a lot of ways, the first half of the 90s was a lot better, the latter half pretty much sucked.

The entire 90's was an awful era for music, it is hard to pick an exact moments. The late 90s were also particulary awful.
