SolRo, the problem with that is you're taking people who could be productive members of society and reducing them to pudding. You want to be careful with what you say because sending people with certain religious (and political) beliefs to be tortured or die has been done a lot and it doesn't solve anything. If anything, it makes the society more homogeneous, the government more power hungry to kill people, and has the possibility of turning any dissent into the same result of being blacklisted and sent to Siberia.
I would vote that the best way to counter this is through improvements in science and education. That's what got me away from religion, and it will work for a lot of people. Re-education sounds a bit Orwellian, but that presumes they were educated in the first place and many weren't. They were filled with doctrine by their church leaders/elders, and never got a proper education.
Europe has started to take the undesirables and regardless of cost or expense is trying to turn them into productive members of society. When a person thinks he has nothing to lose, then he sees nothing about committing a crime and doesn't care about a punishment. When a person sees that he has a life, and you give him something to lose, then he's more likely to think twice about what he does.
A lot of people we would classify as 'religious nuts' really aren't in their day to day life. They probably do a lot for the community or for others without really thinking about religion, yet they are strongly religious. They can still be productive without the religion - and I think it's up to us to show how this is possible. For those who act like criminals because of religion, we should show that they are the ones making bad decisions, and aren't being told by god to do it. Therefore, the consequences are theirs and theirs alone, and thus their responsibility.
