BHWW      Ummm, actually you guys that was not Josef Stalin but 'Stalingrad', a grad student turned supervillain who simply looked a lot like Joseph Stalin and had studied his methods, but the elderly supervillain The Terror kept calling him Joe because he used to work with the actual Stalin. I mean, pfffffffft, try to get some things right, will you?

She's in the "Legion of Terror" along with Stalin Grad, (frequently mistaken for Joseph Stalin) The Man-Eating Cow, The Human Ton and his sidekick Handy. (a shoddy puppet The Human Ton wears on his left hand)
They all work for the very aged The Terror, the twentieth century's greatest villain who brags about punching out Teddy Roosevelt. While that may or may not have actually happened, he did build a giant mechanical spider vehicle to climb Mount Rushmore and punch Roosevelt's granite visage with a giant boxing glove on a hydraulic arm.
If you've never seen the animated version of "The Tick", you really should.
