By this point in Voyager's run, everyone involved had lost the ability to feel any emotions but shame and resignation.
Seriously, if you watch some of the behind the scenes documentaries from Next Generation or DS9, you see a bunch of people who enjoy their work and have a great rapport together. Watch a behind the scenes Voyager doc and see a bunch of people who are kind of just standing around until the paychecks arrive.
