It's no where near the first rotoscope, the Fliesher brothers were using rotoscoping as far back as 1915. This was the first 'Video Rotoscope' (hence it's technical Oscar) that was originally developed for Bakshi's American Pop but never used (he later used it quite a bit). Nonetheless, it's pretty great.

Cool video. Tom Waits is the man. But the first rotoscope was made in the early 1900's, jerk. Even Wizards came out in 77.
