Those wolves are just the harbingers of Stalin's ghost. He comes by every now and then, and all who gaze upon him have their souls burned out from the inside. Too bad the video stopped when it did, it's pretty cool when he manifests on the physical plane in a plume of black fire. Plus he has that cool hat.

I think those might be wild dogs. Moscow has packs of wild dogs in the city where those niches are filled by coyotes and raccoons in the US. http://bit.ly/62Cv0e
