A popular UK-oriented website, B3ta, has loads of video/graphics geeks who post a lot of YouTube vids with rather obvious titles, like "kitten licks ice cream." Saying the video is "Ronseal" is shorthand for "the title is the description."

It's become a kind of slang/meme thing. If it's used here, consider it a bleed-through like spelling "color" as "colour," referring to vacations as "holiday," or "useless parasite" as "the Queen."
