The important thing about Satan is that he never manifest in a form that the faithful would find appealing, for example, a well-groomed preacher who focuses on the gay-hate rather than helping the poor. Sure, he's the embodiment of spiritual corruption and knows the weaknesses of every man woman and child, but he's also an easily-dismissed figure because he'd never actually use what he knows effectively.
