Yes, same guy.

He also worked on (among several other things) "Doctor X vs. Mister Y" (a short from the last season of Liquid TV), "The Adventures of Sonic the Hedgehog", "Beverly Hills Teens" (a short burst of his animation can be seen in the opening credits) and was one of the main guys behind "Hammerman".

I also remember reading somewhere that Kent Butterworth, Mike Kazaleh and Tom Minton were involved in "Stevie and Zoya" in some capacity and that Walt Peregoy did at least one background, but that's all I know.

In recent years, Joe Horne's been doing new episodes of "Stevie and Zoya" in Flash, but there nowhere near as good as the original IMO.

Trivia notes: Among the people involved in the making of "The Specialists" were veteran animators Fred Crippen, Richard Williams, John Wilson and Disney vet Peregoy.
